URGENT: House 12-15 Short on Medicare +5% Public Option

I am receiving new information tonight that the House DOES NOT have 218 "solid' yes votes for health care reform with a Medicare +5% public option. Representative John Larson's claim earlier today that the House had the votes appear to have included at least 12, and as many as 15, Representatives who are "lean yes" votes.

Further, I am told that if the leadership does not confirm 218 "solid" yes votes by the end of the 9:30 a.m. Democratic caucus meeting tomorrow morning, they will probably include the negotiated rate public option in the bill that is sent to the floor, not the Medicare +5% public option. At the very latest, we have until 2 p.m. to get the votes.

We need another 12-15 solid votes. Based on information combined from multiple sources, here is the best chart I could put together on short notice:

Medicare +5% Target Chart

It is sorted into "lean yes," "undecided" and "lean no." I have also included the leadership

If you member of Congress is on the list, call and leave a message tonight. We have to get through before 9:30 a.m., if possible.

If your member of Congress is not on the list, but you are represented by a Democrat, call your member of Congress and urge them to support the Medicare +5% option at the caucus meeting tomorrow morning.

If you are represented by a Republican, call either a member of the Democratic leadership or a Representative on the list who is from your state.

Call and leave a message. The campaign could really go either way depending on what happens in the next 14-18 hours.

thanks for this. can this be emailed out to the openleft community?

The timing is difficult (4.00 / 1)
But we might be able to get something together in the morning.

Other, larger groups are moving.

no Boswell (IA-03) on that list (4.00 / 3)
I hope that means he's a yes because of the deal on Medicare reimbursement rates. Or is he a firm no? I couldn't get an answer out of his spokeswoman today.

who are the New Dems on that list? (0.00 / 0)
i didn't see Congressman Jim Himes (CT-4) on that list.  i just called his office and left a message in support of Medicare+5.

he's a New Dem, unfortunately.  they are largely predictable on financial matters but on Medicare+5 vs. negotiated rates i don't know where they stand.  besides Melissa Bean who are the others?

In July, the new dems signed a letter... (4.00 / 1)
....in support of a public option on medicare rates... it was a pleasant surprise to everyone.

REID: Voting against us was never part of our arrangement!
SPECTER: I am altering the deal! Pray I don't alter it any further!

I'm personally skeptical of Med +5 (4.00 / 1)
but regardless, there are votes for that public option that come from Democrats most of us are not expecting.

Chet Edwards comes to mind, John Salazar too, supposedly Frank Kratovil is coming around to it.

How can anyone be skeptical of administered rates? (0.00 / 0)
This is the only system that has ever been effective at controlling costs around the world. The success or failure of reform hangs on this issue.

The Medicare + 5 option does not have consignment... (0.00 / 0)
...i.e. Doctors don't have to accept the patients, and at reimbursemnts way lower than private rates.. well, they won't.

That's the big flaw in Medicare + 5

That's exactly why I'm skeptical of it (4.00 / 1)
The worst possible thing that can happen is a public option failure where those on it receive terrible care, have a hard time seeing a doctor, etc. It would delegitimize the whole thing and give conservative fodder to use to dismantle or privatize it.

John Dingell (4.00 / 1)
is my rep and while he's NOT an undecided I just left a message with his LD asking him to push strongly for Medicare +5. I hope it helps.

Are you sure about this Chris? (4.00 / 1)
I only ask because I know Pelosi wants pad. I find it odd that they apparently had the votes this afternoon, but not now.

I get the feeling they have the votes already, but Pelosi doesn't want it to pass by the skin of it's teeth, she wants 230ish votes. They're making us whip votes they don't need, just so when it comes to a vote, and it passes by a larget than expected margin, everyone goes "oh wow, and we thought it would be close!"

Not that it makes this any less important, of course, but something to keep in mind.

Also about the list (4.00 / 1)
this is for a Med+5 public option, correct?

I was surpised to see Tanner, Boucher, Pomeroy and Holden on here because I had considered them gone on the public option all together.

Also Mitchell leaning no? I had him pegged as a solid yes on this.

public option (4.00 / 1)
Those in Congress who are pushing for the strongest version of the public option need to remind the centrist waffler colleagues that starting strong allows for a little movement.  If the House sends an already compromised bill to the conference committee, it will get more watered down there.

It doesnt matter if it can pass the House (0.00 / 0)
The problem is the Senate, where it appears to have no chance.

Room to negotiate (4.00 / 1)
Everyone knows that M+5 won't pass the Senate.  But if it passes the House it gives more room to negotiate.

[ Parent ]
I wouldn't count out Medicare+5% (4.00 / 1)
because negotiated rates won't work and Dems will get blamed for this.

Did my part... (0.00 / 0)
...got a few others to call in tomorrow... hope it ends up working!

The article at thehill.com suggests that there is some confusion in numbers... (0.00 / 0)
...including liberal "no's" who are upset about other portions of the bill, and a few others who are confused about the particulars.  Hopefully, that can be all ironed out this morning and we get a good result!
