Which Republican candidate is the furthest to the right on foreign policy? Before you answer John "escalate and bomb Iran" McCain, or Fred "there were WMDs" Thompson, consider the following piece from TPM Media on Rudy Giuliani:
Giuliani has lined up the most right-wing foreign policy team of any presidential candidate since Al Haig advised himself in 1988. A Giuliani election, which is still quite possible, could very mean not only endless war in Iraq, not only new war with Iran, but also things like racial profiling against American Muslims as the law of the land. Sound impossible? Not really. Under a Giuliani Presidency, his advisors will probably have free reign, and they are already advocating all of these things. Remember that Rudy Giulaini was too lazy to even show up for the Iraq Study Group meetings. Not only does he have the most right-wing advisors, but his advisors will probably have the most power of any current top tier candidate on either side. So yes, as hard as it is to beleive, it is almost certainly accurate to say that Rudy Giuliani would be worse than Bush, at least when it comes to foreign policy.
