The New Pro-Clinton 527

One of the things I have spent a lot of time doing in my career is independent expenditure projects like this new pro-Clinton operation:

ABC News has learned that a group of Democratic politicos have set up a new independent 527 organization called the American Leadership Project (ALP) with the express purpose of helping Sen. Hillary Clinton, D-NY, beat Sen. Barack Obama, D-Illinois, in Ohio, and possibly Texas and Pennsylvania as well.

Free from campaign finance rules, ALP will not be legally permitted to coordinate with the Clinton campaign, but it is clearly intended to help her.

The group is targeting through TV ads, mail, and phone communications white women under 50 in the Ohio area -- specifically Cleveland, Columbus, Youngstown, Charleston (WV), Wheeling- Steubenville, Zanesville, and Parkersburg (WV).

White men will also be a focus, and if there are any excess funds Latinos in Texas and middle class families in Pennsylvania will also be targeted.

ALP has developed three ads aimed at pushing the idea that Sen. Barack Obama, D-Illinois, is a talker and not a doer -- the ads are called "If speeches could solve problems" -- and they will contrast Obama and Clinton on issues of importance to middle class voters, such as the economy, health care, and the mortgage crisis.

"Our purpose is to encourage audiences to look beyond the campaign speeches and political rhetoric to specific proposals to address these core issues," says an ALP mission statement obtained by ABC News.

The plan right now is for the TV ads to never actually mention Obama -- rather, the statements about rhetoric vs. reality will go after him through implication, the contrast between Clinton and Obama already being so well-known.

I have some big questions about the legality of this new organization, but I haven't looked at all their paperwork or talked to their lawyers, so I will leave that aside for now.

I think the approach, though, will backfire. The "I've got experience, Obama, just gives speeches" theme really is not working for her, and it doesn't work any better when an independent group does it. For me, it just raises this question: if Hillary's getting such great results with all her experience, why is the economy so shitty?

Based on this ad, I don't think this 527 was actually formed to bash Obama (although I'm sure the attacks are coming). That was just your basic, introductory ad. There's another possible reason for these shenanigans ... they're out of money. Their rich donors are long since maxed out, there's no activist base (the latte-sipping, birkenstock-wearing, donating-$25-to-Obama elite) to take up the slack, and if they aren't running any ads in Ohio and Texas, Obama becomes the presumptive nominee and everyone stops paying attention.

So, the solution is to set up a 527 so that they can continue to milk their maxed-out donors as they limp into March. Everyone wins ... except for campaign finance reform.

HRC is out of money.  Outspent 4-1 in Wis, asking for money in her speech, and these big wins are also about a ground game that requires money.  Now, maybe she is saving up for tx and oh, but cash is short.  This 527 is the only way for her to get support from those who are maxed out.

How did she manage to blow $130 million AND a 30 point lead?  And if her 35 years of experience has taught her so much, how has she been out-maneuvered so completely? And if she cares so much about us, how can she not know that we're sick of the slimeball tactics?

These ads will not work, and could well backfire.

The main take-away is that a) there's a new economic crisis which HRC has not been able to prevent despite YEARS AND YEARS of effort and b) HRC is 100% guaranteed to provide the same meaningless pablum that is to 2008 voters as stupid is to Atrios.  

My guess is that she simply doesn't understand what's going on.  Or else she's already given up and is just going through the motions in case some deus ex machina turns up...

It isn't just experience.  It's learning from experience, and having the brains to see when times have changed and "experience" can't be repeated, but something new is needed.

Why wait until the race is all over but the crying to do this?

A month ago it might have mattered, but Hillary would need to win 65%+ victories in every state she might plausibly win from here on out to take the nomination now.  It's too late to be starting something like this.

Remember them, Mike?  Seems to me their ads were pretty successful in helping to push Howard Dean out of the 2004 race.

Remember who worked for AJHPV?  

Robert Gibbs, spokesman (former spokesman for Sen. John Kerry's presidential campaign and the Democratic Senatorial Campaign Committee)

Gibbs now works for Barack Obama's campaign.  Nice to know he hires such classy people.

Some of the donors were the Transport Workers Union ($20K), Machinists Union ($50K), International Longshoreman's Assn., and Ironworkers Union, among others.
