There's a weird institutional isolation between activist liberals and the rest of the party establishment.  Nothing illustrates that better than people like Artur Davis explicitly running against Daily Kos in his local paper.  Artur Davis is one of those powerful figures you don't hear that much about.  He's the recruitment chair of the DCCC, a self-described 'centrist', and a New Democrat.  He voted for the Bankruptcy Bill and attacked Moveon for criticizing Democrats for voting wrong on the capitulation bill.

Davis's record suggests that he's both friendly to right-wing corporate interests and hostile to economic populism.  He voted against net neutrality, introduced the failed free trade deal with the Bush administration and signed the letter to the Presidential candidates asking them to go on Fox News to debate.  His foreign policy ideas veer to the neoconservative, as he won his seat in 2002 by beating Earl Hilliard on a pro-Israel platform in a majority minority district, sucking up huge sums of money from AIPAC and overwhelming Hilliard with negative TV ads.  Davis is now one of the most AIPAC-friendly legislators out there, and a walking political lesson that it is a very bad idea to vote against a war with Iran.  Davis is part of a conservative, business-friendly and AIPAC-friendly black elite political class emerging which gets its muscle from AIPAC and right-wing business interests (the same coalition who brought down Cynthia McKinney and put Hank Johnson in her place).  I'm not defending McKinney or Hilliard, who I know very little about, but AIPAC really made its bones of late by destroying these two legislators.  It was their primary campaign against their Joe Lieberman, as it were.

There's very little counter to the institutional vessels upon which Davis relies for power and support.  He may run for Governor of Alabama, or Senator, though he'll probably get crushed in either contest as his local Chamber of Commerce supporters decide that, while a conservative Democrat is good for a Democratic district, Republican is better statewide.  The problem here is deep, and points not just to elites like Davis but also to the extreme lack of political support for African-American progressive candidates. Progressives, and particularly liberal Jews, have a strategic interest in developing resource bases and strategies to help African-American progressives and counter the influence of AIPAC.  I had hoped George Soros and Mort Halperin were going to do something, but that hasn't happened yet.

Anyway, Artur Davis is in charge of recruitment for the DCCC.  Beware of treating that organization as anything but a vessel for the interests of someone like Davis.  When really bad things happen in a Democratic Congress, this is one of the people to look to to tease out just what is going on internally.

Hank Johnson's votes so far have been one of the biggest surprises in this Congress.  He has the most liberal voting record of any member of the Congressional Black Caucus (9th best overall in the House).  Artur Davis, however, is not a good vote.  In fact out of the 40 member CBC (including Obama), 37 have a more progressive voting record than Artur Davis.  He's in the Harold Ford mold, an ambitious pol whose statewide aspirations lead to a voting record more conservative than his district. The four least progressive black Democrats are, btw, Sanford Bishop, David Scott, Artur Davis and William Jefferson.  Al Wynn ranks as the most conservative black northern Democrat (number five on the list) and has improved his voting since his close escape last year.

His record as shown below in the Issues section reflects attempts at bipartisanship.  Indeed, he has led the passage of five pieces of legislation on a range of issues from down payment assistance for first time home buyers to recognition of the victims and heroes of the 16th Street Baptist Church bombing in Birmingham.

Then Artur Davis got up to speak.  This, good Kossacks, is what a Democratic star on the rise looks like.  He is a wonderful speaker, extremely smooth.  I wish I had an actual transcript of what he said.  He began by mentioning the administration's failures on Katrina, and praising Mel Watt's efforts on the Katrina Omnibus bill that the Black Caucus produced last year.  Then he said something that made my ears perk up:  the DCCC was totally wrong about this race.  Yup.  They were wrong, grooming a candidate (who later dropped out) instead of taking heed of Larry Kissell's people powered movement.  They were wrong to think that Robin Hayes could not be taken down.  Without any money being spent, he said, Kissell has drawn within 4% of Robin Hayes in the polls.  The DCCC was wrong.

4) Medicaid "reform" hits poor instead of illegal

You have to hope that the people who crafted this legislation didn't intend to kick poor citizens off the Medicaid rolls under the guise of "preventing fraud and abuse by illegal aliens."  Of the 5000 people who have been dropped from the rolls in Alabama, only 123 were Hispanic.  The largest group affected were African-American children with 2081 dropped as a result of the new requirement. Rep. Artur Davis (D, AL-07) who voted against legislation containing the Medicaid provision, called the outcome "predictable."  Davis said "There are a lot of people in this society who are marginalized because of their education level or income level.  They don't go to the airport to rent a car, eat at fancy restaurants with a credit card or have 15 credit cards, which are things that people in Washington take for granted." "Democrats won despite being outspent and called 'liberals,' " Davis said. "But the labels don't work anymore. Voters in Alabama are not driven by ideology ... voters in this state are very pragmatic." [...]

Davis said he will make a final decision on whether to challenge Sessions in the spring, after "a systematic look" at several questions, including "can a candidate who stands in the center ... win statewide?" [...]

Those are the first 5 posts I found in a Google search of Artur Davis on Dailykos.com. I think Corey Elons, press secretary for U.S. Rep. Artur Davis, should get his facts straight. If he wants to single out Markos' comments that is his right but he threw a giant communtity of generally supportive people under the bus as reflex. That's just wrong.

Maybe it's a bunch of BS when Markos and Harold Ford talk about finding some level of understanding, maybe not. I just think this one statement by a spokesman shouldn't be the cause of an escalating war of words between the netroots and Artur Davis and staff. His spokesman is wrong on the facts about the Daily Kos community as I demonstated in the remarks above -- he doesn't have to agree with Markos but it's displays a fundamental disconnect to equate the whole of the blog with one voice. We should be working to correct that impression among elected officials, not giving them the same shabby thoughtless treatment they give citizens they know nothing about.

What about those that just don't care?  Davis' spokesperson just doesn't seem to care.  If Ford wants to sit down and seriously talk, I am all for it.  But he has to want to be serious, not just pay lip service.

Prairie State Blue to highlight Mark Kirk's (IL-10) bad record on Iraq to help a Democrat win there. Brandon English is the person asking. The DCCC helped out Seals last time. I don't see them jumping ship to LieberDem Jay Footlik this time, but hey what do I know? Anyway, since you are warning us about the DCCC and English works there, I thought I would put it out there for potential comment.

It sounds as though the progressive wing of the netroots needs to do a lot of recruiting and encouraging on its own.
