In the spring of 2010, President Barack Obama passed a momentous health care bill. Said bill dominated most of the political discourse during his first year; to date it constitutes one of the president's most substantial achievements.
In dealing with the issue of health care, Democrats faced a choice of whether to concentrate on cutting costs or extending coverage to the uninsured. For better or worse they chose to focus on the latter. Due to this choice, the health care bill is estimated to extend health care insurance to 32 million out of a total 55 million uninsured people.
This leaves, however, some 23 million people who will not benefit from health care reform. Some of these individuals will opt-out of buying health insurance voluntarily; for instance, young people may decide to pay a fine rather than buy government-mandated health insurance.
There is, however, a substantial population - numbering something like six to eight million people - who were unilaterally denied the right to health care. These people are some of the most despised in the United States, living in constant fear and harassment. They are almost all poor, disadvantaged, and denied the opportunity to advance in American society. Even a straight-A college graduate belonging to this population is confined to menial labor.
The Obama administration has also been antagonistic with this group of people. Indeed, Mr. Obama's health care bill explicitly prohibits undocumented immigrants from participating in the government programs it sets out.
Bio: Raj Patel has degrees from the University of Oxford, the London School of Economics and Cornell University, has worked for the World Bank and WTO, and protested against them around the world. He has testified about the causes of the global food crisis to the US House Financial Services Committee and is an Advisor to the United Nations Special Rapporteur on the Right to Food. In addition to numerous scholarly publications, he regularly writes for The Guardian, and has contributed to the LA Times, NYTimes.com, The San Francisco Chronicle, The Mail on Sunday, and The Observer. He is the author of Stuffed and Starved: The Hidden Battle for the World Food System and most recently, The Value of Nothing.
Can you please explain the concept of food sovereignty, and what policies and programs will help encourage it?
Food sovereignty is about communities', states' and unions' rights to shape their own food and agricultural policy. Now that may sound like a whole lot of nothing, because you're actually not making a policy demand, you're just saying that people need to be able to make their own decisions. But, actually, that's a huge thing. Because in general, particularly for smaller farmers in developing countries, and particularly for women, decisions about food and agricultural policy have never been made by them. They've always been imposed.
That's why La Via Campesina, the organization that really invented the term, says that one of the visions behind food sovereignty is that food sovereignty is about an end to all forms of violence against women. That may sound something not at all to do with food, but of course, if we're serious about people being able to make choices about how their food comes to them and what the food system looks like, then the physical and the structural violence to which women are exposed in the home, in the economy and in society, all need to be tackled. Otherwise we will continue with a situation in which 60 percent of the people going hungry today are women or girls. So food sovereignty, to boil it down, is really about power - who has it in the food system, and how to redistribute it so that those who have concentrated it, have it taken away from them.
In terms of specific policies, what Via Campesina are calling for is for agriculture to be removed from the World Trade Organization, which is a way again in which local countries' sovereignty is already been given away. They also call for large corporations to be booted out of agriculture. There's strong opposition to Monsanto for example, and the way that they've been behaving in many developing countries, and many Via Campesina members are campaigning against Monsanto in their home countries.
Will another Green Revolution or more food subsidies help reduce hunger?
To answer the question, let's look at Malawi. It's the poster child for what a new green revolution in Africa might look like, with widespread subsidies of inorganic fertilizer for farmers. When I went there, late last year, what you found was long lines at the gasoline pump, because all Malawi's foreign exchange had been spent on importing this fossil fuel-based fertilizer. The country had bankrupted itself in order that it might be a showcase for the new green revolution in Africa. And of course, there are alternatives right there in Malawi, driven by farmers - invariably by women who are innovating around sustainable systems like poly-culture - growing lots of crops simultaneously together, building soil fertility for the long run.
What this shows is that there are some basic incompatibilities between varieties of ways of addressing agrarian problems in Africa. Some organizations, Worldwatch included, adopt a 'big tent' approach, in which solutions that keep the status quo but improve it marginally sit alongside far more radical approaches. Ultimately, you can't promote genetically modified monoculture or techniques that make large-scale commercial farming less destructive at the same time as wanting something like food sovereignty, which calls for much more of a deeper structural rethink of the way the food system operates. Food sovereignty is about democracy in our food system so that everyone gets to eat - industrial agriculture involves a food system run by technocrats for profit. At the end of the day, you can have one or the other -not both.
How does global agricultural policy affect small-scale farmers across the world?
In general the policies foisted on developing countries through organizations like the World Bank is that large scale agriculture is the way to go: that small farmers are a relic of the past. They are of purely cultural significance but economically, socially, and agriculturally, they stand in the way of development. So the policies that are essentially designed to increase farm size and kick off rural populations to the cities are ones that you see in pretty much every country around the world. And yet of course, it is the poor in rural communities that are being forced to bear the brunt of these policies and these are the communities that are least able to afford it. And again - you can never say it too often - it is on women's shoulders that the bulk of the pain of moving from agrarian society to a so-called modern industrial society one, falls.

The Food and Natural Resource Policy Analysis Network's (FANRPAN) Women Accessing Realigned Markets (WARM) project aims at strengthening the capacity of women farmers influence in agriculture policy development and programmes in Southern Africa. It doesn't sound especially entertaining-but it has some innovative strategies for bridging the divide between women farmers, researchers, and policy makers.
FANRPAN is using Theatre for Policy Advocacy to engage leaders, service providers, and policymakers; encourage community participation; and research the needs of women farmers. Essentially, theatre is being used to explain agricultural policy to people in rural areas, and to carry voices from the countryside back to government. Popular theatre personalities travel to communities in Mozambique and Malawi and stage performances using scripts based on FANRPAN's research, to engage members of the community. After each performance, community members, women, men, youth, local leaders are engaged in facilitated dialogues. The dialogues give all community member-especially women-a chance to openly talk about the challenges they are facing without upsetting the status quo. More importantly, it allows women to tell development organizations what they really need, not the other way around.
Ultimately, FANRPAN hopes to train women community leaders to use the theatre advocacy platform to discuss other issues and problems in their villages, including HIV/AIDS. And because this project involves all members of the community, it doesn't alienate men, but includes them in developing solutions.

Bio: Dave Andrews is Senior Representative for Food & Water Watch and a member of the Congregation of Holy Cross, an international Catholic religious order of men. Dave has over 30 years of work on sustainable development, food and water issues, and public policy both nationally and internationally. He was the Executive Director of the National Catholic Rural Life Conference for 13 years. He has served on many Boards of Directors including the Organization for Competitive Markets, Heifer International, the Community Food Security Coalition, the Sustainable Agriculture Coalition, and the National Campaign for Sustainable Agriculture. He has attended the last three World Trade Organization meetings, World Food Summits and the World Summit on Sustainable Development in Johannesburg, South Africa.
Can you describe your recent work and how it relates to Nourishing the Planet?: There are two major issues that have been the focus of my recent work. The first is the Global Food Security and Nutrition programs and the second is anti-trust efforts in agriculture. The global food security issue is one that has arisen from the recent food crisis and serving as I do on the steering committee for a Food Crisis Working Group as well as an Interfaith Working Group on the Food Crisis, two different efforts with a small amount of overlapping organizations, I am watching and writing regularly as these programs develop in Congress and in the State Department. Soon, I think the results will be announced but it has been a yearlong effort. My concern has been to try and influence the debate on behalf of Food & Water Watch, to keep the solutions proposed as sustainable as possible and to emphasize decision making power at the grass-roots level throughout the developing world. At the global level there is similar policy being articulated by the World Bank and by the United Nations. The World Bank has organized a trust fund for development, our work is to keep civil society in the process of decision-making, especially a farmer from the south. At the global level too, there is now a process for revising the Comprehensive Framework for Action (on the food crisis) with significant inclusion of civil society. My work has been to communicate and link US civil society efforts with global civil society. These are significant because the newly organized Committee on Food Security will be the major global actor dealing with the food crisis. These activities are time consuming, intense and involve detailed attentiveness. They are probably the most significant food and agriculture activities nationally and globally for the past 50 years and are meant to go into effect in the next 50 years.
Another serious effort at present is my involvement with the anti-trust work of the federal government. There is a historic effort by the Justice Department and the Department of Agriculture to explore anti-trust in agriculture. The series of workshops around the country are a first. I organized a reception to follow up the workshop held in Iowa and Food & Water Watch helped organize a highly attended pre-meeting which educated the public about anti-trust in agriculture. I am currently helping to organize an independent effort in New York City soon as a teach-in on anti-trust. Soon there will be meetings on poultry in Alabama, beef in Colorado, and retail spread in Washington, DC. One issue I'm researching is the relevance of US anti-trust efforts in agriculture to European and other efforts and the relevance of anti-trust to development. Does the power of a few big companies and their influence impact development? That is a question that I'm currently exploring.
Can you describe the relationship between global agriculture policies and small-scale farmers? We have a global economy and in many ways are a global society. Most of the world's work is agriculture and most of that is done by women. The small holder farmer is the focus of much of development work today, having been ignored by governments and foundations in development work for the past 30 years. In the light of climate change, gender considerations, and effective pro-poor policies there have developed several policy preferences, one I call productivist and the other I call holist. One focuses mainly on increasing production, the other looks at the ecology, economy and social concerns of agriculture in development. My emphasis has been on the latter sustainable approach, whether focused on anti-trust or global food security, it fully appears to me that an appreciation of complexity calls for a long-term, nuanced approach. That approach has been articulated in the 2008 International Assessment of Science and Technology in Development (IAASTD) report of the United Nations and funding through the World Bank. It fully appears to me that the way forward requires action at every level: global, national, and grassroots. It is a time of challenge and it is a time that requires us to be nimble in our policy advocacy.

Bio: Hans Herren is President of the Millennium Institute (MI). Prior to joining MI, he was Director-General of the International Center for Insect Physiology and Ecology (ICIPE) in Nairobi, Kenya. He also served as director of the Africa Biological Control Center of International Institute of Tropical Agriculture (IITA), in Benin. At ICIPE, Hans developed and implemented programs in the area of human, animal, plant, and environmental health (the 4-H paradigm) as they relate to insect issues. At IITA, he conceived and implemented the highly successful biological control program that saved the African cassava crop, and averted Africa's worst-ever food crisis. Hans also was a chair of the International Assessment for Agricultural Knowledge, Science, and Technology for Development (IAASTD), a four-year long assessment of world agriculture. Over the years, Hans has moved his interests toward the policy aspects of integrated sustainable development, in particular, linking environmental, plant, animal, and human health issues.
On Nourishing the Planet: There has been much talk about local empowerment in making development policy decisions from the international donor community. It is now high time to follow the talk with action, to strongly support capacity and institutional development in integrated and systemic planning in developing countries.
What do you see as the relationship between agriculture and the environment? Sustainable agriculture depends fully on its environment, into which it has to be "organically and harmoniously" integrated. In the medium and long term, agriculture will be more dependent on the biodiversity it has been destroying, the water it has been overusing, and the people it should have trained to nourish a growing and more demanding population. A change in paradigm, as recommended by the IAASTD report, is no longer an option; it's a prerequisite to the future of humanity.
What role can agriculture can play in alleviating poverty and hunger worldwide? Agriculture is multifunctional; it services the many different needs of humanity, including the provision of jobs, which will help on both counts, hunger and poverty. Agriculture is at the basis of any development agenda and needs to be given the appropriate importance by investments in the many facets of this key economic sector.
What sort of policies and projects would you like to see implemented immediately to address issues of global hunger and poverty? Major investments must be made in sustainable agricultural research and development, in particular agronomy and soil sciences. No matter what crop varieties with high-yield potential exist, the number one issue is soil fertility. Soil restoration and permanent rebuilding are essential to produce food where it is demanded, and by the people who need both the food and job opportunity.
What could be done to encourage greater agricultural investment to help alleviate poverty and hunger? Make it clear to policymakers at the international and national levels that hunger and poverty will only be overcome by a sustainable agriculture, supported by knowledge, science, and innovations.
Why should food consumers in the United States care about the state of agriculture in other countries? The consumption pattern in the U.S. is not sustainable in the short and long term. The Earth is one, and what happens in one part of it inevitably affects others. From many different angles, from climate change to world peace, there is a need to assure food security and sovereignty in developing countries, while also assuring sustainable agriculture in industrialized nations.

Bio: Jacob Wanyama is a coordinator with the African LIFE Network in Kenya, an organization that works to increase rights for pastoralist communities. He has been working for pastoralist peoples for nearly two decades with organizations such as Practical Action (formerly ITDG) and Veternaires Sans Frontiers (VSF).
What is the nature of the problem that you and the LIFE Network are dealing with in pastoralist communities? Pastoralists mostly depend on producing livestock. These communities have produced certain breeds for centuries. These animals are suited to the environment and they are critical to the cultural and economic survival of the pastoralists in these harsh environments. But because of conflict, drought, and other environmental problems in the area, it is becoming harder for pastoralists to maintain their way of life. There is a lack of services and infrastructure in these communities. They are very low on the opportunity ladder, and in Kenya especially the pastoralist communities don't get government services or support.
Another problem is that government programs in these areas have often discouraged or destroyed what communities have been doing. Because of the need to produce food quickly, many governments have promoted replacing indigenous breeds that are considered to be inferior because they don't produce a lot of meat. The government has encouraged pastoralists to breed local breeds with exotic breeds or to just replace the local breed. The problem is that the new breed is not used to the region. This has gone on for many years, so now many indigenous breeds are disappearing. The world is losing roughly one livestock breed every week.
This is the case in many areas where livestock are kept. In Africa, India, Mongolia, pastoralists are not given a chance to maintain their breeds of indigenous livestock, and therefore the world is losing many sources of animal genetic diversity. These animals are the only way of using these very dry and harsh areas, which otherwise could not support communities. So, many pastoralists are giving up their way of life. They can't feed their families anymore.
What are some of the grassroots strategies the LIFE Network has used to help these communities? We try to create awareness among pastoralists. They have been getting misinformation and discouragement from the government. So we spend time with them and tell them, "what you have and what you had is very valuable. You are providing an important service not just to yourself but to the world. You have the right to demand recognition." We also tell them that they should base decisions about what types of livestock they breed on knowledge. We need to strengthen these communities and give them the tools to make their own decisions. We also assist pastoralists in documenting what they have and then we work with lawyers to formulate statements that demand government development in their communities.
How do you attract national or international attention to these issues? We try to raise this issue with different governments. We've been able to speak to the governments of Kenya, Botswana, and Uganda. These governments, though, don't seem to understand the unique position of the pastoralists and where they need to be. Some countries have moved a step forward, though. Kenya, Uganda, and India have developed institutions and ministries that are mandated to address pastoralists. But that has not meant that things have changed in terms of food and conservation. These governments are still focused on settled people. In Tanzania, the situation is even worse. The Tanzanian government says that it is difficult to provide services to pastoralists, since they move around so much, and encourages pastoralists to settle. But, if you settle them and reduce the number of livestock they have, you have a situation in which pastoralists have nothing to do. A lot of them end up destitute.
But we look for ways to ensure that people's rights are assured. We want to facilitate the market for livestock keepers and figure out how to document their breeds as a way of making the governments pay attention. One of the things communities need to do is set up their rules and demands to their countries and the international community. They need to say what action they think is appropriate for these communities to be respected.

The U.S. Agency for International Development's Production, Finance, and Technology (PROFIT) program in Lusaka, Zambia, is different from other development projects, according to Rob Munro, the program's senior market development advisor. This is because PROFIT has "real clients" in the private sector who maintain relationships with smallholder farmers.
By working with these partners, PROFIT isn't distorting the market "by throwing money at it" or giving farmers subsidies for inputs, such as fertilizer. Instead, it is working with farmers, the private sector, and donors to improve the competitiveness of rural businesses by linking large agribusiness firms to farmers. It's helping to improve linkages within industries that large numbers of small and medium-sized enterprises participate in, such as cotton, livestock, and non-timber forest products like honey.
Specifically, PROFIT helps communities select and train agricultural agents who work with agribusiness to provide inputs to farmers in rural areas-places where agribusiness firms had been reluctant to go because they didn't think there was a big enough market. The agents are essentially entrepreneurs who provide goods and services that the communities didn't have access to. In addition to selling things like hybrid maize or fertilizer, the agents can also provide ripping services to farmers practicing conservation farming methods, as well as herbicide spraying and veterinary services.
The "key" to the program's success, says Munro, is that the agent is a "community man" selected by the communities themselves, not by agribusiness firms. The farmers trust the agent not to run off with their money and to deliver the goods and services they've purchased.
Unlike traditional development projects that "inundate" communities with trainers, PROFIT minimizes the number of USAID staff involved locally, helping to ensure that the project isn't viewed as traditional "aid," which can create dependency. Unlike the AGRA-supported CNFA, which relies extensively on its own staff to train agro-dealers, 80 percent of the trainings for agents are not provided by PROFIT, but by firms that are training agents how to use their products.
PROFIT's model means that the program doesn't work "with the poorest of the poor," but with farmers who have the ability to scale up, says PROFIT chief of party Mark Wood. If you start with the very poorest, Wood says, "it's like trying to start a car without an engine." But by working with the 200,000 farmers in Zambia who have the means to collaborate with businesses, PROFIT is helping to create opportunities for thousands of poorer farmers in the future.

Last week, I had the privilege of meeting with the new U.S. ambassador to Zimbabwe, Charles Ray. Ambassador Ray was gracious enough to take the time to answer my questions about agricultural development in a country facing political turmoil, high unemployment, and high food prices.
What do you think is needed in Zimbabwe to both improve food security and farmers incomes?
Over the past decade, Zimbabwean small holder farmers have endured a litany of economic, political, and social shocks as well as several droughts and floods resulting in the loss of their livelihoods and food security. Poverty for small holder farmers has greatly increased throughout the country.
In order to restore farmers' livelihoods they need to be supported in a process of sustainable private sector-driven agricultural recovery to achieve tangible household-level impact in food security and generate more household income, as well to promote more rural employment.
The U.S. government through USAID is doing this by supporting programs that provide effective rural extension, trainings and demonstration farms in order to improve farm management by small holder producers. The programs also include support for inputs and market linkages between the farmers and agro-processers, exporters and buyers. These programs are broad-based and cover all communal small holder farmers throughout the country.
The result of this work is increased production, and productivity, lowered crop production costs and losses, improved product quality, and production mix and increasing on-farm value-adding. Together these programs are increasing food security and farmer's incomes as well as generating more farmer income and rural employment of agro-business.
At present, the U.S. is the largest provider of direct food aid in Zimbabwe. We are working with our partners to move from food aid to food security assistance which will use more market oriented approaches and combine livelihoods programs as noted above, which will reduce the need for food distribution.
Do you think Zimbabwe needs more private sector investment? If so, what are ways the U.S. government and other donors can help encourage both domestic and foreign investment?
Zimbabwe certainly needs more foreign direct investment. There is little chance that the country can internally generate the investments required to promote the economic growth it needs without it. But it is the government of Zimbabwe that is responsible for creating the business enabling environment to attract investment including both foreign and national.
At present, much more needs to be done in policy and the legal and regulatory framework and in the rhetoric and actions by the government in order to create the environment conducive to attract investment. Without the clear will of the government to be FDI-friendly there is not much that the donors can do.
Check out the most recent issue of the journal Science which takes a look at ways to improve food security as the world's population is expected to top 9 billion by 2050. To best nourish both people and the planet, the journal suggests a rounded approach to a worldwide agricultural revolution by encouraging diets and policies that emphasize local and sustainable food production, along with the implementation of agricultural techniques that utilize biotechnology and ecologically friendly farming solutions.
I've so far heard two arguments I've heard that have come out of the loss in Maine. The first is that we'll never win statewide ballot votes on marriage equality until demographics change, e.g. older, more socially conservative people become a smaller part of the electorate. The second is that the game is fixed because voting on civil rights of the LGBT community amounts to tyranny of the majority, and the majority will always vote to oppress the minority. I've dissented with both arguments.
A third argument is that, given the success in Washington State this year, the LGBT community should focus on a system of domestic partnerships for same-sex and opposite-sex couples that have full federal equality under the law. Currently, if you are in a domestic partnership arrangement- lesbian, gay, bisexual or heterosexual- the Defense of Marriage Act restricts the extension of more than 1,100 federal benefits, as it does for same-sex married couples. So you can't use unpaid sick leave to care for your partner. You can't file federal taxes jointly. You can't receive Social Security survivors' benefits. Opposite-sex couples don't take such arrangements because when they find out they don't get the federal benefits, so they opt for marriage.
But, the argument goes:
Members of Congress are more likely to "compromise" at approval of extending full federal benefits to those in domestic partnership arrangements, since such arrangements affect heterosexual couples too, thus diminishing the argument that these are "special rights for homosexuals". Examples include two single, heterosexual sisters living together who wish for each other to have medical decision rights, or opposite-sex couples who do not believe in the concept of marriage, or want some basic rights like hospital visitation until they decide to marry.
By focusing on comprehensive domestic partnerships, there is a potential to mobilize non-LGBT couples (the sisters, or opposite-sex couples who don't want to be married) who want full federal benefits. Straight allies exist as advocates for same-sex marriage, but are not as invested.
Advancing this strategy is more likely to win benefits in the short-term than fighting battles that will only be won when anti-equality older people become a smaller share of the electorate. Rights are more important than the "m"-word.
On the other hand, there are a multitude of problems:
Implementation. In New Jersey, where civil unions enacted in 2007 exist, hospitals, employers, etc. have refused to recognize any certificate that doesn't say marriage. You can argue that's a personnel problem rather than a policy problem- for example, federal laws ban discrimination in housing on many bases, but it still occurs in practice. But the problem still remains that many couples cannot use their newfound rights, so these incrementalist measures do not always work in practice.
Domestic partnership-type arrangements don't work across state lines. A married couple can vacation in another state and still have medical decision rights if something happens. A couple in a domestic partnership from another state do not.
The potential difficulty of creating a class that is lesser than marriage at the federal level and administering it. Which state programs would qualify? What about same-sex married couples?
I am always open to incrementalism, and favored that approach around ENDA and gender identity in 2007. But in this case, domestic partnerships/civil unions in practice do not work as fully as they should or are expected to. It is also dangerous to push for this as the policy goal in lobbying, and creating the impression among legislators looking for an "everything but marriage" compromise that this is the same thing in all but name. In looking at the policy execution, it's clear that it's not.
In more conservative states where it's possible to achieve these rights, we should absolutely push to do so if it's clear we are far away from marriage equality. In places where we are close- like New York, or where incrementalist measures have already been implemented, like New Jersey and DC- the push should continue. I discuss the politics of this in part two.
After the shadowy Bush years, the emergence of reasonable policy can be a little surprising. Immigration law has suffered from a lack of planning and is often influenced by fear rooted in the Sept. 11 attacks. But the national dialogue on immigration has begun to grow healthier. Activists, immigration advocacy groups and Latino and Asian American communities dug in and are working toward reform. Right wing and anti-immigration voices have less sway. This week we see two tangible and positive developments on this front: An announcement from the White House regarding detention policy reform and a letter against aggressive enforcement sent to the White House from the Congressional Hispanic Caucus.
Why would anyone confess to a crime they did not commit? What would it take to get you to confess to a crime? For Christopher Ochoa, it took twenty hours of questioning and badgering and threats to get him to falsely confess to the murder of a woman in Austin, Texas. As a result, he spent twelve years in prison for a crime he did not commit.
Most people find it hard to understand how anyone could ever confess to a crime they did not commit. But it happens over and over again. False confessions are a well-documented reality, especially among vulnerable populations like juveniles and the mentally-impaired. Of all the DNA exonerations nationwide, false confessions occur in over 20 percent of them.
Last week, two major newspapers highlighted two different cases where the confessions of the defendants had been called into question.
Yesterday, was the 39th anniversary of Earth Day and to mark the occasion, President Obama was in Newton, Iowa to speak about clean energy. Newton is one of those towns where most of the residents are employed by one major employer, and until October 2007, that employer was Maytag. So when Whirlpool bought Maytag and shut down the Newton plant, over 12% of Newton’s 16,000 residents lost their jobs. If you didn’t lose a job, your husband, sister, or neighbor surely did.
But now Newton’s a shining example of what’s possible. Instead of dishwashers and washing machines, the people of Newton are making wind turbines. That’s why President Obama chose Newton and Trinity Structural Towers to argue that “the choice we face is not between saving our environment and saving our economy. The choice we face is between prosperity and decline.”
But towns like Newton aren’t just losing jobs, they are losing talent too. Young people have been hit hard by this recession. According to the Education and Labor Committee, of the 1.2 million jobs lost last year, 60 percent were held by workers under the age of 25. Mobile and in search of opportunity they are moving to bigger cities and mega regions that promise greater opportunity. Iowa, in particular, has been hurt by this “brain drain,” losing more college graduates than any other state in the country.
So while we replace dishwashers with wind turbines, and re-open empty auto manufacturing plants with solar manufacturing facilities, let’s also work to build truly whole communities. The communities that define themselves by one industry or one employer will be increasingly at risk. A healthy, 21st century economy demands that we become increasingly self-sufficient in the resources we use—the food we grow, the water and energy we consume, and the products we build. Revitalizing local living economies can create jobs, conserve energy, and keep young talent in the community.
Joseph Romm is one of the most respected writers on climate policy. Here is a summary of his thoughts on what is necessary to avert catastrophic warming:
We have to bring down the amount of CO2 in the atmosphere to between 350-450 parts per million (ppm) to avoid the hellish worst of climate change. Economically and technologically, this is quite doable. However, it is not plausible in the current political climate. Because the alternative is unacceptable, we will get there, but to do so we must all become familiar with the best solutions, and then loudly push our political leaders toward them.
