Last week, the Maryland General Assembly passed a bill to allow 16-year olds to preregister to vote. If signed by the governor, Maryland will join Florida, Hawaii, North Carolina, and Rhode Island in enacting this important reform.
Last week, the Arizona Legislature introduced a Preregistration bill in the House, bringing it one step closer to allowing 16- and 17-year-olds to preregister to vote. If passed, Arizona would join Florida, Hawaii, North Carolina, and soon, Rhode Island in their efforts to engage youth before they may legally vote.
The future of voter registration and civic engagement may just stand a chance. California (a populous state of many voters-to-be) will soon allow all 17-year-old citizens to preregister to vote so that they will be automatically enrolled as legal voters once they turn 18. This newer trend in legislation, which boasts bipartisan support, has recently passed in North Carolina and has been successfully implemented in five other states, including Florida.
After the 2008 election, voter registration has become a focal point for legislators and advocates from all ends of the spectrum. Whichever way it is sliced, the number of registered eligible voters has still declined since 2004. As multiple problems have been cited as the cause for lowered registration rates (including mobility issues, unequal access to registration opportunities, voter caging, and even so-called apathy), voting rights advocates as well as legislators have been vocal about their solutions.
Between 2004 and 2008, voter turnout among young people increased by two percent-or over 2.3 million voters-a triumph for this historically underrepresented group. However, with voter registration rates only increasing by one percent in spite of heightened political interest, it is clear that more that needs to be done to engage young voters beyond holding voter registration drives on high school or college campuses. While measures to provide voter registration or voter education opportunities for voting eligible Americans are important, three states have taken a step beyond by moving legislation to not only address the issue of standardizing the voter registration system, but to engage the future of America before they reach the age of 18.
Although the 2008 presidential election showcased a more diverse electorate with an increase in voter registration and turnout by historically underrepresented Americans - including youth and minorities - the movement toward a more balanced electorate that represents all citizens is still a work in progress. Advocates have long maintained-and recently Congress has heard testimony to the fact-that disparities in turnout rates are less an issue of voter apathy, and more related to a severe lack of democratic access for many groups. The growing awareness of this problem has inspired an increased interest among citizens, advocates, legislators, and officials to improve the administration of elections, particularly regarding voter registration.
The rising levels of voter participation among the nation's youth continue to be challenged by the current voter registration system, perpetuating the difficulty of fostering lifelong voters. Some states are proposing to take this challenge into their own hands by making voter registration accessible to citizens as young as 16. Already widely accessible at schools and departments of motor vehicles, the move would allow future voters in some states to automatically be enrolled on the voter rolls on their 18th birthdays, a change that advocates say could "close the registry gap between young voters and the rest of the population."
While many see voting as an implicit right in a representative democracy, decisions in America about who can vote and how are actually controlled by the states and vary greatly from state-to-state, even from county-to-county.
Misinformation and misinterpretation of each state's particular laws-not only by voters, but also by state officials-has the potential to influence the outcome of the election, a problem seen recently as two of the country's most disenfranchised groups - youth and former felons -have encountered procedural roadblocks to electoral participation.
In 2000, Florida's disastrous effort to purge former felons from voter rolls resulted in the disenfranchisement of hundreds if not thousands of legitimate voters and clearly influenced the outcome of the presidential contest in that state. History may repeat itself this November with states taking potentially reckless and unlawful measures to clean voter rolls before Election Day.
Project Vote's Michael Slater was recently quoted in Tampa publication, Creative Loafing on the state of youth voting in the United States.
"When they talk about youth vote, it is code for college kids," Project Vote's Slater said. "The real challenge is: Will we see anyone go beyond the college voters to the other half of young voters? How do we find issues that appeal to them beyond those on the campus?"
That demographic includes more young voters of color and in lower economic ranges, groups that are already horribly underrepresented at the polls.
"The other half aren't touched by the campaigns as effectively," Slater said. "When you leave campuses, you lose some of the intensity that drives participation."
Project Vote recently released a research memo on the demographic make-up of youth voters in the U.S.
The article mentions Project Vote's goal to register 1.2 million low income, minority, and young citizens in time for the 2008 general election in November, "[h]alf of those will be young voters. In Florida, where ACORN does Project Vote's work, that will equate to 60,000-100,000 possible new voters."
"Every sign indicates this is going to be a big, big election," Slater said. "I think we may have a real opportunity to expand the electorate to include people who haven't participated or who haven't been engaged in the process."
Project Vote is currently more than halfway towards its goal with 615,000 voters registered as of June 1, 2008.
A new Research Memo published today by Project Vote shows that while youth voter participation has been setting records this election cycle, participation by young people still lags behind other age groups. Further the data show that participation has largely been confined to young people with at least some college experience.In Project Vote's view, this data suggests that continued focus on college-attending youth without reaching out to non-college youth threatens to leave at least half of this key constituency out of the most important election in a generation.
"Don't get me wrong," said David Plouffe, Obama's campaign manager and Rospars's boss, "the Internet is a powerful organizing and fundraising tool, and it's getting more and more important every day, but it's still not the persuasion and message tool that TV is."
Though I criticized him at the time, I believe Plouffe was correct. Obama's speech on Wright was perhaps a singular messaging moment for the internet, and the pushback on the gas tax came from the internet. But by and large, the messaging from Obama has been TV messaging, and it has worked. Plouffe was correct about the internet's impact on field, as I noted at the time.

The debates surrounding the issue of expanding or restricting access to the right to vote are in high gear this legislative session at both state and Congressional levels. Bills filed range from proposals to lower the voting age to voter ID requirements. Project Vote's Election Legislation monitoring project has identified a surge of contentious election bills this year, but whether this is simply the result of the standard impact of a presidential election year or the byproduct of increasingly fractious partisan politics, the future of the foundational right of American democracy is being set right now.
This week Project Vote examines the progress of four hot-button voting rights issues through legislatures and the media. Youth voting in primary elections, voter identification (and its harbinger; accusations of voter fraud), felon disenfranchisement, and vote caging were all in play.

Two historically disenfranchised groups - former felons and young people - made headlines this week for assiduously struggling to restore their voting rights, a measure that both groups argue is necessary in order for them to have a voice in the nation's future come November 4.

Tuesday, a federal court blocked Florida's "no match, no vote" law after finding it violated voting rights, just six weeks before the state's presidential primary. The so-called "common-sense anti-fraud measure" required election officials to match voter registration application information - including names, birthdays, driver's license and Social Security numbers - against federal databases before registering a person to vote. Although the error-prone procedure put hundreds of thousands of Floridian registrants at risk of disenfranchisement each year and a federal court struck down a similar Washington law for the very same reason, Secretary of State Kurt Browning said he would "immediately appeal," according to the Associated Press.
