Burdensome?

So a municipal utility appeals a decision to require preclearance of changes in the election of its Board of Directors as "burdensome"?  How much is this appeal costing, who is pushing it, what changes are they contemplating?

It looks to me like conservative ideologues are making water customers pay for their crusade.  Btw, I tried to find out something about this district, the costs, income, etc. but nothing showed.  Sounds like they are throwing away millions that do little good for the customers.  

We have more than judicial activism here.  We have Republicans using user fees to enforce their nuttiness. (PS, I used to work for a municipal utility.)
